Rez under land group assumes the group for the wrong parcel

Rez under land group assumes the group for the parcel the avatar is in and not the parcel the object is in
Steps to reproduce
Requirements: two member groups, and two parcels with one set to each group
- Stand in group parcel A and rez a cube within group parcel B
The cube will be created using the group for parcel A
What is the expected correct behavior?
Objects created using rez under land group should assume the group of the land they're currently on, even if the avatar is on neighboring land of a different group. There could still be issues with shift-drag duplication across parcels of different groups but that's probably more of an edge case.
