Sometimes Rigged Attachments Won't Rig

Steps to reproduce

Unfortunately I can't reliably reproduce it. In all cases where this happens though I logged into a sim at ground level and teleported to a skybox while stuff was still loading that contained friends at 2700meters elevation.

What is the current bug behavior?

All their mesh attachments load, but they do not rig to skeleton. THey instead stick to their attachment like static measures, making the avatar look like a pile of discarded doll parts. This happens only rarely, rarely enough that I forget it's a bug until it happens again. I will note this happened on both my Nvidia rig and my current AMD rig.

What is the expected correct behavior?

Mesh loading and attaching to avatar.
