#RLV folder should be handled as System Inventory Folder rather than generic

Summary

#RLV is considered a regular inventory folder and is sorted towards the bottom. It should be considered a "System" folder or "Viewer Specific" so that it is sorted at the top like #Firestorm.

Why is this feature important to you? How would it benefit the community?

Some RLV content requires moving items in and out of the #RLV folder. It not being sorted a the top and having a generic folder icon makes it difficult to find.
