Update the main README file to reflect the multiple changes I made, will make and might make. There is also a note about the merging of the Linden autobuild files into the canonical Dullahan repository

Typo in command line switch handling point out by Henri - fixed up both cases of extraneous -- chars

Tidy up Linden autobuild build-cmd.sh script and make it build entirely in the stage directory instead of using stage and build/build64

Update the tools README.md to reflect the new and modified version of the macOS scripts that build/extract CEF and Dullahan

Add a macOS script that runs the Artistic Style c++ code formatter over the source code - mirror of the version/options used in Windows batch file. Also, ran it over files and there were some minor diffs

Modify script to build a Spotify (or elsewhere) version of CEF and place the CEF files in a well specified location which is then used to build Dullahan

2 things in this commit. The first adds support for a POINT_RELEASE version so the format of Dullahan version numbers if now x.x.x.x - major, minor, point, build. Handy for tiny changes like this one.  Secondly, the macOS version needs to (currently) set a command line flag to 'disable network services' to remove a popup at startup asking for access to a password store.  Flag is taken from CEF forum

Write script to build compatiable CEF package from a spotify download of local build. Update README file to point to new scripts

Rename scripts to be more descriptive and orthoganal - build_dullahan_mac|win.sh|bat builds dullahan given a compatible CEF directory. build_cef_wrapper_mac|win.sh|bat builds a compatible CEF package from a Spotify CEF download or Chromium source build

Update Dullahan to work with CEF 76.x. Deprecate the batch file that builds dullahan via Spotify CEF builds. Create new batch file for building Dullahan against an existing compatible CEF build e.g. a Linden uatobuild one. Scripts to build a compatible CEF package from Spotify downloads will come later

Give consumers the ability to set the CEF 'locales' explicitly if they need to - see https://bitbucket.org/chromiumembedded/cef/issues/1936

Update the way the build postion of Dullahan version is generated to be automatically based on time of build via Cmake directive - Credit for suggestion to Henri Beauchamp

Update to build against CEF 75.0.1+gb5e74dd+chromium-75.0.3770.80 and implement new versioning system as of Dullahan 1.2.x

after the PR for tooltips, https://bitbucket.org/lindenlab/dullahan/pull-requests/4/social-231-add-ontooltip-callback/diff, adding a test to webcube and tidying up some whitespace via astyle. Dullahan version bumped to 1.1.2222 to reflect the new tooltip feature
