A versioned top-level directory is great if you need distinct versions of a package to coexist under the same parent directory; but it directly subverts the vendor branch strategy. If we leave it as expat-2.0.1, then later add a whole separate copy as expat-2.1, etc., I don't believe Mercurial would identify the deltas in individual files. We need a consistent 'expat' directory so Mercurial will merge local edits with upstream changes. --HG-- branch : vendor
