Investigating a fix/abatement for  SL-13095 Windows Defender Firewall for dullahan_host.exe pops up late in the session - not clear this will remove the popup but it might and it will hopefully have our publisher info on it vs 'Unknown'

Fix for SL-13138 - Remove extraneous additon of dullahan_host.exe that crept in trying to make code signing work

Remove dullahan_host.exe from signing list - doesn't change anything security wise and leads to an extra copy of dullahan_host.exe because of a code signing bug

Earlier versions of macOS manifested frustrating problems in finishing the
built package. Those build steps seem to have been behaving better for a few
years now. Eliminate (what we fervently hope has become) a bit of ancient cruft.

That way, if there's a problem, a developer can rerun the same command.

Also forget obsolete references to VS 2010 runtime DLLs.
