MAINT-6789: Add LLEventThrottle::getInterval(), setInterval()

plus LLEventBatch::getSize(), setSize()
plus LLEventThrottle::getPostCount() and getDelay().

The interesting thing about LLEventThrottle::setInterval() and
LLEventBatch::setSize() is that either might cause an immediate flush().
