BUG-2707 fix comment typos, remove unnecessary winmm_shim changes, and revert 2672 fix included only for local integ test

NORSPEC-229 Fix for bad binormals on mirrored surfaces (use tangent calculator instead of binormal calculator, convert binormal centric code to tangent centric)

Integrated Nicky Dasmijn's patch to handle the unicode file paths properly.
Code reviewed, patch was clean.
Tested locally, correctly allows wearables to load where they would fail before.
Should be ready for automated build & QA.

Added checks to validate that the selection list is non-empty

When using OS autobuild config switches, set build configuration in VS to specified type (release, relwithdebinfo, or debug)
 Also, set startup project to SecondLife-bin

Also includes translations for some of the other languages
